Efforts by local municipalities in Massachusetts to create cooperative electric power sources are discussed by Todd Ford and Ken Elstein from the Hampshire Council of Governments.  Municipal aggregation allows communities to function as a cooperative buying club to negotiate lower electric source rates and support the production of local renewable energy sources.  Particular examples discussed include the Cape Light Project, Lowell, and Northampton.
